I don’t believe that Salah hasn’t been offered anything, it’s either a) he’s been offered a one year contract with option to renew or b) less or just the same money or c) a contract based on performance and appearance (due to his age), there’s no way that there hasn’t been any discussion between the club and his agent, perhaps his agent approached the club with his demands and the club has just said no, maybe given a counter offer which has not been accepted but I refuse to believe that there hasn’t been any discussions
